Good question.

The main Stories section would probably be the best bet, although I imagine people will respond with: "Why can't you do it yourself? Your ideal fantasies will not come out perfectly if you write them, but there's an additional 'loss in translation' when describing it to another writer." You can also pitch the idea to a favorite writer via PM or VM. No assurances though.
